Julianne Kugle is a partner at SKLaw and has practiced law since 1994. Her work focuses on representing special districts, public improvement districts, land development and tax increment reinvestment zones across Texas. She serves as general counsel and bond counsel for these entities and advises on water rights, regulatory matters, and public/private partnerships.
Ms. Kugle represents developers, municipalities, landowners, and financial institutions in matters involving the Texas Commission on Environmental Quality and has helped create over 130 special districts through the TCEQ and Texas Legislature. She works extensively with the City of Houston and other municipalities on urban redevelopment and in-city district formation.
Her clients include major developers, homebuilders, and financial institutions across Texas. A sixth-generation Texan, she holds a B.S. from Texas A&M and a J.D. from the University of Houston. She is a member of the State Bar of Texas, Houston Bar Association, NABL, and Urban Land Institute.
