Water Districts, including Municipal Utility Districts

The Firm serves as general counsel for water districts under the Texas Water Code, primarily municipal utility districts (Chapter 54). This role covers a wide range of responsibilities, including district creation, elections, board governance, open meetings and records, insurance, facility operations, service rates, taxation, financing, property matters, land development, developer reimbursement, and district consolidation or termination.

Municipal Management Districts

The Firm serves as general counsel for municipal management districts under Chapter 375 of the Texas Local Government Code, providing advice on district creation, municipal participation, economic development, bond and tax elections, board governance, open meetings and records, insurance, facility operations, assessments, taxation, financing, accounting, property matters, land development, and developer reimbursement.

Tax Increment Reinvestment Zones

The Firm serves as general counsel for tax increment reinvestment zones under Chapter 311 of the Texas Tax Code, advising on zone creation, municipal, county, and school district participation, economic development, board governance, open meetings and records, insurance, facilities construction, increment funding, taxation, financing, accounting, property matters, land development, and developer reimbursement.

Local Government Corporations and Redevelopment Authorities

The Firm serves as general counsel for local government corporations under Chapter 431 of the Texas Transportation Code and/or Chapter 394 of the Texas Local Government Code, advising on authority creation, municipal participation, economic development, board governance, open meetings and records, insurance, facilities construction, funding, financing, accounting, property matters, land development, and developer reimbursement.
