John Kuhl has a long history of advocacy and representation before the Texas Legislature and other federal, state, and local government policy-making entities. He is an expert in government relations, lobbying, and campaign finance, and has played a pivotal role in shaping modern lobbying in Texas. His work has impacted nearly every segment of business law and government regulation.
Mr. Kuhl has also built a significant urban development and public law practice representing special districts, including water districts, management districts, tax increment reinvestment zones, and local government corporations. Along with special districts, his public law work has involved counseling municipalities, counties, and regional and state agencies. He also advises landowners, developers, and builders on acquiring and financing utility infrastructure.
Before founding SKLaw with Sandy Sanford, Mr. Kuhl was with Vinson & Elkins. Prior to that, he served in key roles for congressional, Texas legislative, and municipal officeholders. He remains active in political campaigns at all levels. He earned his B.S. from the University of Texas and J.D. from the University of Houston, where he served as Symposium Editor for the Houston Law Review. His honorary associations and fraternities include Omicron Delta Kappa, Phi Delta Phi, and Greys Order.
