Julianne Kugle is a partner at SKLaw and has been practicing law since 1994. Ms. Kugle’s practice focuses on representing special districts (including municipal utility districts, municipal management districts, water control and improvement districts, fresh water supply districts and levee improvement districts), public improvement districts and tax increment reinvestment zones located throughout Texas.  Ms. Kugle serves as general counsel and bond counsel to such entities.

In addition, Ms. Kugle represents real estate developers, landowners, municipalities and financial institutions in matters related to special districts, regulatory matters, water rights, public/private partnerships and pipeline/easement issues. She handles administrative proceedings on behalf of her clients with the Texas Commission on Environmental Quality (“TCEQ”) and has been involved in the creation of over 130 special districts by the TCEQ and the Texas Legislature. Ms. Kugle has worked extensively with the City of Houston and other municipalities as it relates to urban redevelopment and in-city special districts. She is committed to providing her clients with experience, dedication and creativity in order to provide quality, responsive legal services.

Ms. Kugle’s list of representative clients include master-planned community  developers in the Houston, Dallas, Austin and San Antonio metropolitan areas, national homebuilders, financial institutions and residential developers throughout the State of Texas.

Ms. Kugle is a sixth generation Texan and was born and raised outside of New Braunfels, Texas. She is a graduate of Texas A&M University with a B.S. in Agricultural Economics (1991) and the University of Houston Law Center with a Doctorate of Jurisprudence (1994).  She was admitted to the Texas Bar in 1994 and is a member of the State Bar of Texas, Houston Bar Association, National Association of Bond Lawyers and Urban Land Institute.
